Outbreak Server Resurrection

Hello! And thanks for having such a cool community. I. Brand new to outbreak, I think I've successfully done everything, but when I start online. There are zero players.

Is that normal? I have a friend irl that wants to play too, should we be able to see each other somehow?

Thanks in advance because I know these things have probably been asked but I can't find anything with a straight answer
