Welcome, Nyanta! Pretty much everything you stated was my experience with Outbreak too. And I've noticed it seems to go back and forth when I'm on, some days, lots of people are on File 1, other days people are on file 2 (I wish they had made it so you could just import file 1's scenarios. Ah well).
Whenever I try to pick a favorite, I usually think "Man File 2 just has so much... EotR is a monster with so many different outcomes! I love that scenario. And Desperate Times. And Underbelly. But File 1 at least has Decisions, Decisions, what an awesome level. And BFP. And Outbreak. Okay I guess what I'm really saying is that I just really don't like Hellfire or Wild Things...."
