Outbreak Server Resurrection

Hey all, just started working through the process to try the game out with friends for Halloween, but after making the settings in game and loading the DNAS screen when choosing said profile, attempting to get to the part where i put my login info in, it gets to 50%, then jumps to 0% and gives me some error in Japanese that i think translates to this is your personal account. anyone able to help? Not sure if its because of bios or what. I have put in the ethernet settings and tried manual DNS already

for Emulator Settings, its as follows:

(Checked) Enable

Ethernet Device Type: Socket
ethernet Device: Ethernet
Intercept DHCP
PS2 Address: NA
Subnet Mas: NA
Gateway Address: NA
DNS1 Address: 208.72.237.31 (Manual)
DNS2 Address: Locked in (AUTO)

Hard Disk Drive is (unchecked)

for Game network settings is as follow:
Hardware Operation Mode
Auto-Detect
IP Adress
Auto
DNS Server Address
Auto

for DNS Address in the game i tried manual with same IP in the PS2 Emulator Setting but still didn't Pass the DNAS 50% Thing

Does anyone know if they fixed the netplay servers?
