Outbreak Server Resurrection

As you guys can see, there's a new and improved Shoutbox around:
http://obsrv.org/shoutbox/

Obviously, this isn't the final version, far from it.
I was planning to give it a lot more features, but my real life job has been a pain in the ass.
So, instead of leaving everyone waiting for another year, I decided to release a very simple version of it and I plan to update it once in a while, just like I did with the old Shoutbox.

Future planned features:
- Game lobby previews
- Disco Ball Music Queue
- Whispers
- Ignore/Block
- Archive Search
- Mentions and Tab Icon Updates
- Options page to disable avatars, sound effects, images and videos, etc.
- Mobile optimization
- Personal User Lobbies
- Popout Button

If you guys have any suggestions, feel free to add them here!

As of right now, my suggestions are:

* Move the "left the chat" and "joined the chat" notifications somewhere else or make them more subtle, as the spam is already happening lol


Note: Alinho already replied he intends to make them a temporary message so we'll see how that works

* An option to remove the new messages ticking sound.
* If possible and if it's not resources-demanding anymore, it would be nice to have the lobby preview button back

All of that will be done once fog comes back and applies the new update I sent him.
Except the lobbies thing, but don't worry, that's one of the things that will definitely come back.

I really like the style of the new shoutbox, it's sorely needed, thank you for all the hard work on it.

As some people have said, the "____ has appeared and disappeared" messages are not necessary and shouldn't play a sound imo.

If there's something I'd really like to see, is the ability to popout chat so people can have it right beside their PCSX2 window, and individual rooms, like room 1/2/3/4/5/6/7/8/9/10 so that people can talk while playing the same games together. We already have a Troubleshooting and a Japanese room name, so more rooms shouldn't be an issue.

I see you already know about the user joined, user left spam, but other than that it looks great, nice work on the new shoutbox. I just wonder if there is a way to make it so that it doesn't immediately say you left the chat when you click on another part of the forums.

Even if it's a WIP, it looks very good. Thank you for bringing it back, more powerful than ever.

You have done incredible - wow! It's so slick as a modern look and even adapted to the Outbreak style! INCREDIBLE, so happy with the result!
