this happend 4 days ago, i tried Alternate DNS settings, still stuck.
i tested ping, stable 220ms
now only vpn can fix this?

There is never a need for a VPN. Post screenshots of your PCSX2 net settings and your game settings.

Is it possible to play with like an HD texture mod while online?

Texture mods should be ok, can't use mods that change the experience like weapons and whatnot unless everyone is ok with it.
