How do I make an image exactly 65x65 pix and exactly 12.00 KiB?

I saved mine as a .JPEG and it worked fine.

lower-quality in general helps (even if the img will look ugly most of the time)
also, like UndeadXD mentionned : JPEG

Saving img in JPEG instead of PNG is WAY better if you don't want it to be too heavy

I used photoshop to make mine a low quality png. I'll happily do it for you if you want, takes two seconds. :)
