Welcome!
I think the server is not made public because it is not official so....
But i think it is the same as the official one, with more features on it!

Hello, welcome to the server. At this time, there are no plans for releasing the server files to the public.

Shame, I would like to speedrun this with 3 other people. as well I don't understand if there would be any harm then just being separate severs.

The harm is that the community is small enough as is. It'd be easier for people to find a game in one centralized location. There's also the possibility of potentially leaking trade secrets Capcom wouldn't want anyone to know about. Although, it is an emulation. Still, people can still find ways to abuse the server files.

They could join obsrv :D they just need to set up an account [and whatever system they're going to play on, PS2 or emu].

They obsrv account takes a few seconds to set up.

It can be done :D

latency is the issue, hence why I want to do it via my own lan server, as far as trade secrets if its reversed engineered, it should be fair game.

Outbreak takes up little to no bandwidth. I live in the US and have never had issues with latency. I know people in Brazil, UK, China, and Japan who have never complained of latency. I understand that this may not be the case for everyone, however I wouldn't worry about it.
