Welcome, Nyanta! Pretty much everything you stated was my experience with Outbreak too. And I've noticed it seems to go back and forth when I'm on, some days, lots of people are on File 1, other days people are on file 2 (I wish they had made it so you could just import file 1's scenarios. Ah well)....
